The SME sector, a large and growing element of all economies, is one of the most fluid and active in terms both of growth and failure rates. It is also one of the most competitive, and it also represents a substantial proportion of overall economic activity. It can be seen as the 'nursery' sector, through which new major companies often emerge. It needs all the help and encouragement it can get to ensure that it realises its potential.
